S. Kirby Moncrief received a B.S. degree from the University of South Florida in 1967 and a J.D. from the Florida State University College of Law in 1970.

After graduating from law school, Mr. Moncrief was admitted to the Florida Bar and the U.S. District Court for the Middle District of Florida in 1970. He served in the U.S. Army and received an honorable discharge. He has served as attorney to the Seminole County Board of Realtors, the Seminole Delegation, and numerous financial institutions. He served as 18th Judicial Circuit Judge from October 1995 to January 1997 under an appointment by Governor Lawton Chiles. He currently serves as Attorney for the West Volusia Board of Realtors.

S. Kirby Moncrief is currently a member of the Seminole County Bar Association (President, 1975) and The Florida Bar. He was a Founding Director and President of the Seminole County Legal Aid Society in 1975 and President-Director of Seminole County Lawyer Referral Service. He has served the Salvation Army (Director), Seminole Work Opportunity Program, Easter Seals and Camp Challenge. He was a professor at the University of Central Florida in the Allied Legal Services Program.
